DEPARTMENT OF CUSTOMS

Category 3: Other goods not classified under Category 1 and Category 2

This type of goods will be handed over to be stored at Thailand Post Co., Ltd. or Customs Bureau/Customs House to perform customs procedures. The receiver needs to visit the Postal Customs Service Division or a designated Customs Bureau/Customs House as notified in the notification letter to check the goods together with the customs officer. The customs officers will estimate the duty and other related taxes. If the imported goods are categorized as the goods which require the import license, the receiver must prepare the license or must be approved from the related department. After following the legal process and paying duty, the receiver will be able to receive the goods from the Customs Department (Suspension).

Documents required for collecting the goods

1. Pick up by the receiver:

  • The notification letter to pick up the goods
  • An identification card, an official card issued the Thai government, or passport (for foreign receivers) of the receiver whose name is indicated in the notification letter

2. Authorize others to pick up the goods:

  • The notification letter with the details of authorization and the signatures of both the receiver and the authorised person at the back of the notification letter
  • A photocopy of the receiver’s identification card with his/her signature certifying true copy
    The attorney’s identification card

3. The receiver is a juristic person such as a company and a limited partnership

  • The notification letter with the signature of the authorized person of the company and the company stamp at the back of the notification letter to let the attorney proceed in the behalf of the company
  • A photocopy of the company owner/manager’s identification card or that of the authorized person with his/her signature certifying true copy
  • A photocopy of the company registration certificate (must not exceed 6 months) certified true copy with a company stamp
  • A photocopy of the attorney’s identification card with his/her signature certifying true copy

Customs Formalities for the goods under Category 3 can be classified into 3 types:

  • Goods whose FOB value is less than 40,000 baht and not on the list of restricted goods. After inspection, if the officer agrees that the goods’ FOB values are less than 40,000 baht and not on the list of restricted goods, the officer will estimate the duty and issue the payment receipt. Once the receiver pays the duty, he/she is able to receive the goods from the customs department (suspension). This method is called ‘Duty on deck.’
  • Goods whose FOB value is less than 40,000 baht but on the list of restricted goods. The receiver must contact the Postal Customs Service Division or a designated Customs Bureau/Customs House as notified in the notification letter for the import declaration and send the form via the customs’s computer system by following these steps:
    • In case the receiver has never registered to be eligible to perform Customs procedure, the receiver must register at the Postal Customs Service Division.
    • The receiver submits the import declaration electronically to the Thai Customs by using the Service Counter at Thailand Post offices.
    • The receiver pays the duty.
    • The receiver contacts the storage to release the goods.
    • The customs officer inspects the goods and records the release onto the computer system.
    • The receiver receives the goods from the customs.
  • Goods whose FOB value is above 40,000 baht and/or on the list of restricted goods. The receiver must contact the Postal Customs Service Division or a designated Customs Bureau/Customs House as notified in the notification letter to fill the import declaration and send the form electronically to the customs’s computer system as suggested in number 2.
